AMD hardware encoding supported?
Or only Nvidia and Intel?

TL;DR, yes but it doesn't really matter.
Nvidia has CUDA [all that CUDA development gave Nvidia a leg up with AI BTW], Intel has Quick Sync [which they were slow to exploit], while AMD has nothing comparable [they used to, but dropped it in favor of OpenCL]. So Nvidia & Intel GPUs can usually provide better & more hardware assist for video encoding / decoding than AMD. BUT, video convertor software normally uses the ffmpeg code libraries because they work with almost every video format and generally do a very good job, and ffmpeg can only use relatively little GPU hardware assist, and then not with all video formats. So if you're after fast video encoding using GPU assist, you need to use a specialized app focusing on CUDA or Quick Sync, but the caveat there is that while CUDA and Quick Sync can decrease encoding times dramatically, they'll also reduce quality compared to software-only encoding.
